日本央行長黑田東彥(Haruhiko Kuroda) 周一呼籲，國內製造業的企業主應調漲工資並增加投資，這是日央行視為根除15年多的通貨緊縮之關鍵動作。

黑田在名古屋一場對企業高層的演講中指出：「我希望隨著企業的獲利增加，也能同步調漲基本工資，包括加薪總額(Base-UP)。」日本的「Base-Up」是指企業在春季透過勞資雙方的協商，調整工資水準。

日本安倍首相的行政團隊將此行動視為扭轉長期物價下滑的關鍵之舉，因此已透過政府代表與企業主和勞方請願團體協商，直接施壓企業主。

黑田11月初向企業主發表演說，稱此3方會談可導向工資調升，但並不特定是Base-UP的調升。

黑田也表示，他希望企業可以提高企業投資，這是經濟學家認為維持日本經濟復甦持續下去的關鍵支撐力。

黑田：「只要經濟一脫離通縮，一切就會大不相同。」

「你會發現，用有效的方法花錢會比存錢更有利，例如資本支出、研發和招聘人手。我希望大家將環境的改變當作企業的機會，並投入正面的經濟活動。」
